Mr. Vigne has a Degree in Non-Destructive Examination from the Hutchinson Area Vocational-Technical Institute of Hutchinson, MN. Mr. Vigne has over thirty-two years of experience in Quality Assurance Engineering, Quality Control, and Non-Destructive Examination and Employee Concerns Investigations during construction and operation of nuclear power plants. He has been NIC’s on-site Project Manager during several of these assignments. Mr. Vigne currently holds ANSI N45.2.6 Level III certifications in five inspection disciplines and is a certified Lead Auditor for NIC. In addition, he is a Certified Welding Inspector by the American Welding Society, and an ASNT Certified Level III Non-Destructive Examiner.

The past sixteen years of his career has been associated with the business of delivering professional/technical consulting services and staff augmentation support to NIC clients throughout the construction, engineering, aircraft/aerospace and power generation industries.

Since 1987, Mr. Vigne has been one of the company’s Senior Management representatives in the execution of its contract responsibilities and operational activities. He was elected to the office of Vice President in 1989, and to the office of President in 1995.

Mr. Vigne managed the recently completed QA/QC Program for the entire Browns Ferry Unit #1 Restart Program. This was a full scope, managed task Quality Services Contract involving over 100 Quality Professionals and Supervision.
