QA Manager, Radiation Safety Officer, ISO/AS‐9100 Management Representative

Mr. Vigne has over forty years of Quality Assurance experience in the power generation, fabrication, construction, and aerospace/defense industries. He has been NIC’s Management Representative at various field sites and served as President & General Manager of a sister company, NIC Testing Services, Inc.

Throughout his career in the quality consulting arena, David has performed as a quality control inspector and NDT Technician, Vendor Surveillance Examiner, Radiation Safety Officer, Facility Security Officer, Level III Consultant and Quality Systems auditor.

David has served on the Board of Directors of the American Society of Nondestructive Testing (ASNT) and the Nondestructive Testing Management Association (NDTMA) and was Chairman of the ASNT Certification Management Council (CMC) and President of NDTMA. He has also held various officer and committee chair positions in local ASQ and ASNT sections.

David is a certified American Society for Nondestructive Testing (ASNT/ACCP) Level III in five disciplines, was Certified by the Electric Power Research Institute (EPRI) as a Visual Testing Level III and NDE Instructor, a Quality Systems Auditor through the Registrar Accreditation Board (RAB) and AIAG (QS-9000), and by the American Welding Society (AWS) as a Certified Welding Inspector, and holds ANSI N45.2 certification as both a Level III and a Lead Auditor.
